Am beginning to upgrade Windows Server 2000 and AD to Windows Server 2003. I
currently have 2 NT 4.0 BDC's that are still online. Do I have to upgrade
these to at least W2K or remove them from the domain? Can I install a 2003
DC with these NT4 BDCs online?

You can do both.
However, if you have NT4 BDC's, your domain mode must be in Win2000 mixed
mode. If you need better functionality (e.g. universal groups), your domain
must be in Windows 2000 native mode (or newer).

Yes you can. However, I would get rid of NT4 BDC's and raise domain
funtionality level to Windows 2000 native mode, or Windows 2003 mode (this
cna be done when you upgrade Win2000 DC's to Win 2003).

One last note about what what I found that people get often confused about.
You can have NT4 computers in domain that can be in Windows 2000 native mode
and even Windows 2003 mode as long as they (NT4 computers) do not have DC
functionality.
