Licensing 2 Win 2000 Servers

I have a single Win 2000 Server in place that is a DC, Terminal Server, File
& Application Server. It has 15 per server client licences. I would like to
add a 2nd Win 2000 server to be just a file server and move all of shared
folders and files to it. Besides purchasing another compy of Win 2000 Server
do I need an additional 15 client licenses for that machines as well. Thank
you.

If you switch to per-seat licensing instead of per-server, you'll just need
another server license.
