Is this right - my reseller is telling me that there is no upgrade
license from 2000 to 2003 standard editions?

He suggests I need to buy the full 2003 license which will allow me to
upgrade.

Is the 2000 Server licensing already bought ignored when it comes to
purchasing 2003?
