windows 2000 corruption, help!

When I click on internet explorer, my computer, explorer,
or "start-settings=control panel", the screen goes blank
for a monent (with the windows background color)and then
simply returns to the desktop as though nothing had
happened, no error messages. We think this happened when
the user got a corrupted active desktop message, but do
know if that is true, just included it for info.
I have tested the drive for viruses in another computer
and done a upgrade of windows 2000 on a ghosted copy of
the hard drive. (I set the original aside) I have used the
ghosted drive in another computer and reconfigured windows
for it on that machine but still have the same problem.
Any ideas, short of starting over.
