I cannot get the passwords to migrate from my NT 4.0 domain to Server 2003 domain. In the logs it keeps saying "Access Denied." Enclosed below are the steps I have completed thus far.

1. Created a key that protects the password list on the machine with ADMT installed.
2. Installed the password migration utility, utilizing the key created above, on the BDC of the NT 4.0 domain.
3. Set the registry value for "AllowPasswordExport" to "1" on the NT 4.0 BDC.
4. Added the "Everyone" and "Anonymous Logon" to the "Pre-Windows 2000 Compatible Access" group in Active Directory.

Any ideas or help would be greatly appreciated as I am "Stuck."
