XP hangs up all the time - problem with hard disk .....

Hi
I have recently installed Windows XP on my computer, and
it hangs up amost of the time displaying a blue screen. It
tells me that a problem with the hard disk occurs and on
restarting it asks for the boot diskette in A. It also
indicates a hard erro c000021a....
What is the problem and solution? However ive decided
replace XP with Windows 2000. When i try and install 2000
though it says a newer version of Windows is installed and
therefore it wont let me do it.
How do i go about this?
