W2K SP4 Upgrade - Netstat error

I am trying to install the Windows 2000 Server Service
Pack 4 upgrade but keep receiving the following error
message, "The file c:\winnt\system32\netstat.exe is open
or in use by another application". The only option is to
cancel the installation. We are currently at Service
Pack 3.

I've looked around for a solution to this but didn't find
one. I find a couple of references to this similar
problem but there never was a solution listed.

Any assistance would be greatly appreciated. Thanks.

Check the file permissions for netstat.exe, make sure administrators and
system are added.
Probably one or both of these are missing.
If both are there, try renaming the file to "netstat.old".
