Critical Updates Won't Install on Win2000

I have been trying to install 13 critical updates; the first time I did all
of them at once. It appeared that all 13 updates completed successfully.
However, when I turned off then on the computer and ran the Windows Critital
Update program, it said I had 13 updates that need to be downloaded. Someone
suggested that I run each update separately, which I did. Each one appeared
to update successfully, but at the end of the whole process, I turned the
machine off then on, ran the Critical Update program and it said I had 13
updates that needed to be downloaded. I did not get any error messages and
with each update, I received a message that the update was successfully
completed. What's going on? Anyone got any ideas? TIA
