Windoms ME SP4 download

Archived from groups: microsoft.public.win2000.setup_upgrade (More info?)

After downloading ME SP4, cannot open the file. get error message missing
export ntdll.dll:strstr. Any suggestions?

I imagine that the service pack requires Windows 2000 to run or extract -
Windows ME has not had a Service Pack 4, Windows 2000 has.
