AMD cool and quiet

i have cool and quiet enabled it bios and when i start it up in windows i wont reduce my cpu frequency even when my cp is on ideal (6-9%) hence it becomes useless.i can manualy reduce the frequency with the bios or NOS( i dont have then running at hte same time) so its not like it wont underclock.
My pc is already power hungery enouph. please help

Open the Control Panel, goto Power Options, and set the scheme to Laptop. This is required for C&Q. AMD has a utility available at www.amd.com that will let you see the clockspeed and cpu voltage in use.
