Norton Ghost: missing taskbar

hi, I tried to restore my OS partition using Ghost 2003 -- everything went fine until windows (xp) started -- it asked for a password, (I had not included a password in my backup), so I shut down the pc and restarted.

Now there was no more password prompt, but the taskbar was gone.

There was a gray line at the bottom, so, assuming that this was the taskbar, I thought all I had to do is pull it up, so I tried that but nothing happened. The mouse cursor would turn into the up and down icon but it wouldn't budge.
