I want to be able to transfer conent recorded onto an HD DVR
to any type of DVD recorder,either using component or S-Video
outputs/inputs,and get playback from these DVDs that at least
matches the picture quality one gets from a commercial DVD played
at 480p.

Are there any DVD recorders available today that can make such
DVDs and,if not,is there anything in the pipeline?

At high enough bitrate, it should be easy to do.

I convert HD recordings to DVD-standard MPEG-2 at about 6Mbps and they
look as good as most DVDs. At 9Mbps, they look as good as any DVD out
there.

So, just get a DVD recorder and crank up the quality level. The only
real problem is that none of them support recording DVDs as "enhanced for
16x9 TVs". The conversion I do *does* support this, so I get a lot more
quality for the same bitrate.
