I'm having problems with my wireless network. I have broadband internet, connected to my Belkin wireless router, and one pc is connected directly via cable to the router. This PC can connect to the internet without any problems.

The other PC is upstairs and can detect the signal from the router (see here:

but when I try to connect, I just get this:

but it doesn't connect! The PC's mobo has networking devices, but I have disabled these and am using a Belkin wireless network PCI card.

Any ideas?

Try using the Belkin Wireless Utility instead of the Windows one.

If Grumpy's suggestion does not work. Delete the wireless location. and try again.

Make sure the router & pci card has the latest firmware. I suggest re connecting to the router and re setup the WPA security. I recommend downloading keys from GRC.com. , copy and past to a note pad. And Paste into the router Pass-phrase. Save this notepad/key to a usb thumb drive and take it to your wireless client. When asked for the password copy and past the key.

90% of failure can be related to typo errors. This eliminates the human error, since these are masked.
