Desktop not loading in Windows 7?

So i went to turn on my computer today, and as i started it, my background image loaded up but none of my icons. On the bottom right it says "Test Mode Windows 7 Build 7600". Ive restarted it many times same result. I put it into safe mode and did a system recovery but same result. What else can i do? The desktop just sits there and nothing happens.

Before you ask, YES I DO HAVE A GENUINE COPY OF WINDOWS 7. I'm not sure why the Test mode watermark is there but I genuinly installed windows 7.

Make sure your Windows 7 copy is activated!

If it is might try this per Microsoft:

Open a cmd window with administrator rights. Make sure your right clicked on cmd and 'run as administrator'
then tye exactly and run this command:

Bcdedit.exe -set TESTSIGNING OFF

Reboot the PC and the test mode should go away.

Try doing a system restore by going to Task Manager (Crtl+Alt+Delete), Click "New Task" and type ''rstrui.exe'' and click OK. Then go back to the last Check point.
