I have purchased several swimming instructional videos. First, I would like to make a copy of that so when I use it with my swimmers I do not have to worry about ruining the DVD. Second, with the copy of the DVD I have made I would like to edit out certain scenes, chapters and shorten it to the important parts of the DVD when I show my swimmers. Is this legal and if so what is the best software to accomplish this?

Not legal to edit the movie without the authors permission. But I dont think they will complain if you tell them why.

As far as software theres a lot out there. I dont have a certain one. Have only used nero a couple of times.

I have Adobe Premiere Pro and it is great. I highly recommend it as a video editor. You can also burn your edited video in Premiere. Good luck!

Premiere Pro is the best but a little expensive isn’t it? I think the “lite” (can’t remember what it is called) version is what the OP needs.

Some suggestions.
1. windows movie maker
2. ulead
3. nero
4. adobe premiere “lite”
