No it's not. They have too many conflicts. Look at each separately...

Ho-oh, Lvl 100. Charcoal.
Sunny day, Ancient power, Sacred fire, Swift.

Levels aside, this is a fair set of moves. Swift could be swapped for
something more useful or more powerful.

Meganium, Lvl 100. Magic seed.
Solar beam, Body slam, Razor leaf, Safeguard.

Between Solar Beam and Razor Leaf, are two grass moves needed?

Raikou, Lvl 100. Black glasses.
Crunch, Thunder, Rain dance, Spark.

Again, doubling up on same type moves. Also, you may want to consider
Thunderbolt. Stronger than Spark, more accurate than Thunder.

Tyranitar, Lvl 100. Soft sand.
Earthquake, Blizzard, Thunder, Crunch.

Other than Crunch, you may want to get rid of the special attacks.
Tyranitar is better in the physical deparment.

Suicune, Lvl 100. Never melt ice.
Hydro-pump, Aruora beam, Mist, Calm mind.

This is a pretty good set up, though you should swap Aurora Beam for Ice
Beam. More powerful.

Metagross, Lvl 100. Silver spoon.
Psychic, Meteor mash, Agility, Iron defense.

Pretty decent, except Agility isn't too useful for Metagross, considering
how slow he is to begin with. You could always consider Curse, but that's
kinda overlapping with Iron Defense. I know one guy who uses Curse AND Calm
Mind...

Now as a team...

The items in general are too bland. Try mixing items up to give you an
edge. For example, with your Meganium, try a King's Rock so when you Body
Slam, you get a chance at both flinching AND paralysis.

Weakness wise, it's rather balanced. No single type would have an edge.

Cooperation? Forget it! Unless you plan on using only 3 per fight, you'll
run into conflicts. Suicune, Raikou work decently together with the Rain
Dance, but they butt heads with Meganium and Ho-Oh and his Sunny Day. And
both those groupings will have trouble when that Tyranitar comes out with
his Sand Stream. His Thunder can't take advantage of a Rain Dance (which
you wouldn't want anyway (Water weakness)) since he'll start a Sandstorm
upon entering battle. Consider their abilities more carefully. You are
playing with Jeweled rules. They can make or break you.

Overall, pokemon are fair individually, but as a team, they need a lot of
help. You've got no problems as far as weakness goes, but really look over
their items and moves, and you can shape this team up.
