PSU fan always on?

After reading these forums for quite some time now I had hoped that my first posts would be to help someone else out but unfortunately I have a problem of my own

After quite a few dramas I have finally finished building my new rig, but now i have noticed that as soon as I turn the PSU on at the back the fan turns on. It seems weird that it would do this. I read in the manual that if you are doing any testing on it without plugging it into a motherboard you should jump two of the pins on the 24pin mobo cable to turn the fan on but it shouldn't be happening now.

Any ideas?

Here is the rest of my rig:
Intel C2D e6600 with a zalman 9700 HSF
EVGA 122-CK-NF68 Motherboard
2x1GB PC2-6400 DDR2-800
Inno3D 8800GTS 640MB
seagate 7200.10 320Gig HDD
Thermaltake toughpower 750W PSU

I have not overclocked anything yet although I do intend to do so once everything is sorted out

I had hoped that wouldn't be the case but I just tried completely removing the psu from the rest of the computer and turned it on, the fan came on....
So it's got a problem then?
