Screen problems

Hi There,

I have just reformatted my mums hdd, and now the screen has gone into like a slow motion type of thing, when ever i scroll. What is going on here, it wasnt doing this before i reformatted the hdd. Oh BTW it only does it in IE and FF (Fire Fox)

Please help ASAP
