[Sapphire] The Legendary Hunt is On

As I was exploring Pokemon Sapphire again to catalogue the locations, I
happened upon the undersea cave where you unlock the Regis' hiding
places. Knowing of one hidden in the desert I flew to Lavaridge and the
moment I stepped on the sand I encountered Latias. Latias got away,
but Regirock, despite almost knocking out my entire and admittedly
unprepared level 50-52 team, did not. It must've taken about half my
UltraBalls, but it's now it in my new Legendaries box in the company of
Jirachi and Kyogre. However, I can't remember where Regice and
Registeel are. Can someone please tell me?

Also, how did I unlock Latias? Was that by defeated the Elite Four or
by unlocking the Regis?

Defeating the elite four.
One in the desert, one on an island as you travel down to the fighting
gym guy and the last is north of the pool at the end of the river as you
go through all the really long grass on the way to the weather centre.

I already had the one in the desert, Regirock, and now I have the one
north of Dewford, Regice. Getting in wasn't difficult, since the time
lock undid it self while I was trying to translate the brail. Regice
proved quite resistant as well, but this time I used some strategy and
didn't even lose one Pokemon. All I needed was my Gardevoir using
Hypnosis, Psychic, and Double Team, not to mention a good number of
Super Potions and UltraBalls.

I still can't find Registeel, though. Are you sure the ruins are South
of the Weather Institute? I'm pretty sure I checked every body of
water, but the closest I found was the Scorched Slab East of Fortree.
If there was anything in the Scorched Slab, I must've collected it already.

My girlfriend informs me and I quote "no it's not there, you want to go
to lilycove and then head out towards the safarizone, keep going until
you can't go any further and then instead of going north up the path
through the long grass maze bit you keep going straight on and there is a
set of steps, go up them and throught the grass on top of the ridge." In
a tone of voice that tells me I'm a complete idiot.
Oh dear that's really rather embarressing, I'm dreadfully sorry. I was
trying to do it from memory as my gameboy was downstairs and I couldn't
get out of bed. I could have sworn it was in the other place, crippled
and senile huh?

Not as stupid as I am. I actually explored that area, but I hadn't
thought to go through the tall grass on the ridge.
