Hi there,
I am currently using aioe news server with outlook express. The server is
free but it is pretty slow to download the news, and sometimes it even stops
to work. Does anybody know any free news servers currently available?

Can't give you a general answer, but this server (msnews.microsoft.com)
is public and you can have your newsreader access it directly without
going through another server.
Doing so will allow you direct access to all microsoft public forums.
Next question... who is your isp? they generally provide a newsserver.

In some cases, you get what you pay for. news.individual.net used to be
free. Now it runs 10 Euros a year. Well worth it, if you don't need
binaries. As dependable as anything I've seen.
