Terrible TV tuner reception in MCE

Alright guys, after a drive failure resulting in a RAID failure, three reinstalls of windows, and hours of searching for DVD decoders (yes I spent hours researching the ever so wonderful "DVD decoder has malfunction or was not installed correctly, please close MCE or reboot." garbage.) I have finally gotten my new Hauppauge WinTV-PVR 150 (yeah I know its not the nicest card on the block but for a little over 80usd I'm not complaining... oh wait yes I am ) to show video in MCE, but when I go to put on the discovery channel I get terrible and I mean unwatchable broadcasts, not just on that channel but on every channel. Is there anyway to get enjoyable reception?

What about the whole decoder issue, which is best and where, is it obtainable? Would a better decoder give me improved performance or is clear TV just a pipe dream?

The other crap in there wouldn’t have any affect on performance

hows the signal on a regular tv hooked up to the same cable connection?
Maybe its the input signal and not the card.

yeah the reception on the TV is just fine, it is a long cable run but I have two signal amps on the line to give it a slight boost, but again TV is perfection... :-
