Update: This is really weird. This upload speed problem DOES NOT happen on programs like Megaupload's Megamanager or Bit Torrent. What gives? I can't upload through browsers anymore? :c

This started to happen a few days ago.

I tried uploading to Rapidshare on Tuesday and my upload speeds seemed stable, for the first minute. My upload speed is usually at a constant 35-45 KB/s, but after every minute it would at least decrease by 1 KB/s. Eventually after an hour or two, it hit the lowest I've ever seen.. 10 KB/s. It never returned to 35-45 KB/s like it used to do before. I also tried uploading on websites like Megaupload, YouSendIt, YouTube, and the same problem happened. I tried waiting for my 100+ MB file to upload and it didn't even finish uploading. 5 hours elapsed and I had 2 hours left and still counting. I did extensive searches with Ad-aware, AVG, and ZoneAlarm, but I couldn't find anything. This problem is extremely annoying, so please help or suggest something that may help me out.

I don't know if this will help you or not, but I tried tweaking my computer's settings before I tried uploading. I don't know if I have a bad configuration that may prove to be the main problem for my uploading speeds:

Here's a prime example of this: Megaupload:
Estimated time left: 00:41:29 (1002 KB of 87.97 MB)
Elapsed time - Transfer rate: 00:00:28 - 42 KB/s

Megaupload (After 7+ minutes):
Estimated time left: 01:10:41 (8.34 MB of 87.97 MB)
Elapsed time - Transfer rate: 00:07:24 - 19 KB/s


Again, keep in mind that the 19 KB/s rate would not return to the 35-45 KB/s rate it previously was. I don't have uTorrent on at all. On the topic of uTorrent, my upload rate seems quite stable there. I always get a 35-45 KB/s upload rate too.

This won't help much, but this speed result is very close to my advertised modem speed (1.5mbpsdl/384kbpsul).

I did come to the conclusion that it may be at fault of my ISP, but if my uTorrent speeds seem stabilized, how would it be possible? Someone stated that it may be "packet shaping" or throttling, terms that I'm quite unfamiliar with. I'm still quite confused on this topic, so please give me some insight.
