You should be able to boot into rescue mode from the Ubuntu CD or the boot CD from virtually any other Linux distro and run:

[code:1:28de9345e6]
/sbin/grub-install --root-directory=/mnt/sysimage --grub-shell=/mnt/sysimage/sbin/grub --recheck /dev/sda
[/code:1:28de9345e6]

Where

--root-directory=/your_root_directory

--grub-shell=/your_root_directory/sbin/grub

and /dev/sda is the device [ hard drive ] you're installing grub on

/dev/sda = 1st SCSI, SATA, USB or FireWire drive in the system
/dev/sdb = 2nd SCSI, SATA, USB or FireWire drive in the system
.
.
.
/dev/sdz = ..............

/dev/hda = PRIMARY MASTER PATA IDE drive
/dev/hdb = PRIMARY SLAVE PATA IDE drive
/dev/hdc = SECONDARY MASTER PATA IDE drive
/dev/hdd = SECONDARY SLAVE PATA IDE drive
.
.
.
