system won't standby

My brother-in-law gave me his old system that came barebones. It is a Dell 400SC which is a server. It came to me with the CPU, MOBO, and RAM. I put in my HD from my previous system where XP went to standby mode just fine. With the new system the screensaver comes on SOMETIMES, but not all the time, and when it is on I come back to the machine in an hour or so and it is off and I have my desktop. The system now never goes into standby. Is this a Windows issue? Since the system was sold as a server does Dell have something in their BIOS settings that prevent standby mode? I went into the BIOS and did not see anything but it may be something that cannot be adjusted.

sometimes bad hardware issues prevent u from standby.
