HIgh Voltage, but no overclocking o.O

Hello everyone, new to the forum, and I come with a question,

Just built my pc, and currently exploring overclocking, therefore I install cpu-z, and found out that my E6300 is running @ 1.304 volts already and without any overclocking done to it...checked the overclocking C2D in topics in overclocking and theirs was at 1.394 when overclocked to 2.9GHz! whats up with that? Bios maybe? my cpu load is only at 40-50% due to boinc..but dont think thats it.

Also cpu-z shows the cpu multiplier switching from 7x to 6x, which is also accompanied by a change from 1.86GHz to 1.66GHz which makes sense but WHY is it doing it? normal? hmmm

That voltage is normal, so there's nothing wrong with it. The reason why it switches from 1.86Ghz to 1.66Ghz is because of Speed Step, which is basically lowering the multiplier on the processor when it is not being used much so it saves power/keeps the processor cool. You can disable this in the Bios if it annoys you.
