Bad power supply?

I have a computer that is about 2.5 yrs old consisting of
Athlon 64 3000+ newcastle oc to 2.35 stock voltage
Asus K8v-X mobo
ATI radeon 9800 Pro 128 mb
1.5 gig DDR 400 ram
WD 320 gig IDE drive (only a few months old)
Zalman 9700
Antec Case
Anter smartpower 350W 21A on +12v rail

The other day I was monitoring my tems in speedfan and noticed that the +12v was at 11.25 and figured that the PSU was on its was out and so I replaced it with an Antec NeoHE 550 that was planned for use in my next build. So I get everything hooked up again and once again notice that the +12v has only changed to 11.31. Is this normal? Shold I be worried and should I return the PSU?

Since it is reading less than the 5% low mark (11.4v) I would double-check the speedfan readings with the BIOS health readings and even testing the voltage directly with a multimeter.
