Need good, cheap card for $400 budget pc

I'm trying to stay under $400, which limits me to under $100 for video. I'm looking at these three cards, but have no recent experience (my last card was an ATi 9800 AGP). Which of these would perform better, or is there a different selection I should make? This will go into an AMD X2 3800+ system. Usage will be web, office, photo editing, some RTS games and maybe some 2 to 5-year old FPS games, and I would like to be able to run Vista/Aero. I would prefer silent operation, as noise is a concern.

I already have the fanless Gigabyte 7600gt for a different (C2D) system.
I looked at the EVGA, but all the comments on the loud fan made me leery of it, and it was slightly over my price range already.

I was hoping someone could tell me whether the 7600GS or the X1650 is the better card. I've had problems with every ATI card I've owned in the past, but I've never tried one that's PCIE, only AGP. Maybe they've gotten better.

I guess I'm not going to get many replies, since most of the people on the forums seem to own 8800GTX's (must be nice to have all that free cash).

Id go for a regular 7600gt from evga, i have one and it is really good. Plus it ocs well if you are into that. I dont think its loud at all.
