Is it possible to repair IE as with W98se?

When i run "sfc /scannow" i get the message "insert cd, files need to be
copied to the DLL cache" then lots of cd activity.
If i remove the cd and immediately rerun "sfc /scannow" i get the same
message and the same cd activity.
Is this correct, shouldn't the DLL cache be complete?
