The server os'es are better because they tend to be more stable and has less un-needed stuff on them. 2003 Server can be tweaked heavily to use very little RAM.
I wasn't aware that Enterprise has better mem management than Standard. My server PC has R2 Ent, but my windows server (at a DC) just has R2 Standard.
PAE36. Does that ring you any bells? It's not exactly 'management' if you do take advantage of it with >4GB (total addressable), but it's there and it's an edge over Std.

Yes... we had a nice little "discussion" about PAE and x64 in the CPU forum. Bascially, the OP wanted MS to fully implement PAE in all 32-bit Windows versions rather than switch to true 64-bit addressing. Needless to say, he was heckled endlessly.
