I tired to system restore my computer, and when it finished, it said that it couldn't restore because nothing had changed. However, it had changed. What is going on? I am trying to restore because my computer takes between two and four minutes for anything to respond.

try restoring to an earlier date. Although this probably wont help. You need to scan for adware/spyware, viruses, remove unneeded startup prgrams, defrag drive.
Try these and see if it helps.
