need to change OS language

trying to help a family member change thier language. not talking just about the keyboard, that's easy, i want to change the entire language of the OS. it's all in french, and i'm not having much help changing it because i dont speak french (so any answer will have to be kinda step-by-step)

Sorry, but this is not possible. The only way to change the language is to
purchase the language specific version. There are language packs, but these are only available for the English version and only if you have a volume license for the operating system
