I am looking for a relatively cheap but good PSU that supports EPS12V because I have a server board that requires it and I do not want to spend a lot of money of the PSU for it. I also want to have enough current on the 12V line to have a Geforce 8800 in it. 500 watts should be enough with single 12V rail but for dual I would probably need more like 650 watts. I have been looking at some on newegg but the only ones that seem to be good without being too expensive are out of stock and have been for about a month now.

Corsair HX620 has it, probably also the Corsair HX520.

those power supplies are a little more than I would like to pay. I am trying to keep it under $100 if possible

I think that is impossible. Usually only quality PSUs have the EPS connector (and not all quality PSUs have it) and the cheapest 600+ watt model I know of is the 607Watt (MAX power, 580Watt continued use) AcBel ACI5PC38 that goes at $115US at newegg. I don't know that brand so can't say if it's good or not, besides that it's under the 650Watt you require.

I did not say that I require 650 watts I just said that if the PSU has more than 1 12V rail then I would need at least 650 watts. 500 watts is fine as long as it only has 1 12V rail. I also found these PSUs but they are not in stock currently and from what I understand Rosewill has some good PSUs and some not so good and MSI will work but it is not the best.

I also noticed that you did not mention this PSU which is cheaper and is a very good brand but it is still a little more expensive but if I cannot find one cheaper I will get this one because I have the 700 watt version and it works perfectly in another computer.

I have 1 problem with your list I have read about a lot of people who have had problems with thermaltake PSUs especially unstable voltages from them. other than that I guess Ill just go with the 600W FSP then
