Im using an old fashioned dial-up
and i want ICS to be enabled
but dont know how.

You should run the Network Wizard to "Share an Internet connection.

i already run the Network wizard but i still cant connect my second PC to the internet

BTW where to find the internet gateway?

Is you second PC setup for DHCP? Are your 2 PCs connected by a CAT5 CROSSOVER cable?

im using a cable to connect my laptop and Desktop
but I dont my cable something is written on it
"5E CABLE E13934 1300 26AWG CM/MP"

How to know if my PC is in DHCP?

Maybe you should pay someone to setup ICE since you don't seem to know what you're doing. If you don't know how to enable DHCP or what a crossover network cable is, you're never going to get ICS working.
