if you just want a general overview of your video card's performance you need get a benchmark utility, like 3d mark which has its own 3d game simulations and collects the data
Yes, fraps is probably the best one out there, it's got a nice sized FPS counter...
Plus it works for all games, videos, well, basically anything, not just one game like certain console commands, plus, it's always on, you can take videos, and screen shots with the press of a key.
