someone told me "game preformance isnt always about the best hardware, its about the best set-up" is this true? and could you provide a good set-up for a X1950XT 256 and 8800 GTS 320? To maximize the potential of the card at the cheapest price?

Eh...not really. Well, lets see. If you pick an 8800 GTS 320 MB, you would need a powerful CPU that would not be a bottleneck to the card. So, I would suggest going with a Core 2 Duo (if low-end like e6300, e4300, or e6400), then I suggest overclocking it. Or you can go with an Athlon X2, a high end one so you don't bottleneck the card. If you go with an Athlon X2 processor, then you would need good ram (ddr2-800) at low timings, but it doesn't matter much with the Core 2 duo. I guess it's true to some extent. Like some chipsets are better than others, but that shouldn't make such an impact on the performance of the video cards. You just need to make a balanced machine.
