I'm willing to bet there has been a problem with Internet Explorer 7, with the problem of the http://runonce.msn.com/runonce2.aspx webpage not going away and/or not loading completely.
I got this from: http://forums.techarena.in/showthread.php?t=589489
--------
Sometimes IE7 will be stuck at the Welcome page (http://runonce.msn.com/runonce2.aspx )that appears the first time IE7 is run. Attempts to revert to the normal home page may fail:

Some possible causes of this problem are:

1) The Welcome page does not load completely for whatever reason.

2) Scripting has been disabled (note: blocking ActiveX does not cause this problem)

In such circumstances, the DWORD "RunOnceHasShown" may not be created in the following registry key, or it may not be set to a value of 1.

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\RunOnceHasShown

If your system is stuck at the initial IE7 welcome page, shut down IE, check for the existence of the RunOnceHasShown DWORD and set it to a value of 1.
--------
The issue I have is, how do I get to this "DWORD" and/or how do I fix this problem so that this incomplete page isn't popping up anymore?

i think it's because the website is being overloaded as a lot of people got the new version and each ie launch will go to that site, so it might give you a page cannot be displayed thing

i suggest just changing your homepage or doing the reg key as you mentioned so it doesn't keep trying to access that site, it won't come up sometimes due to congestion

what they should have done was make the runonce page an offline site...but i guess the turnout for ie7 is a lot better in participation than they thought

hi
to change the reg key you must go to that adrees an dchange it.

start/run
in run box you put regedit
start/run/regedit/HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\RunOnceHasShown

right click the currert value, edit, set value you want.

in your first post the instructions are there
it says the key does not get created until you've actually managed to get to the runonce page and let it load

in your case it's not getting there, so you have to create the key and set the value to 1 (which is yes), so runoncehasshown? 1=yes

so navigate to regedit.exe:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\

right click on main, choose new, reg_dword, give it this value: RunOnceHasShown (it is case sensitive)
then give it a value of 1 in hex

give it a try, try a reboot if it doesn't take, can you hit other websites tho? r u sure your ie is seeing the network?
