The PSU dying is not your falt, all cheap PSU's die young. Was your previous OC stable?

PSU's will simply shut down if they get to much strain. Well, most of them.
As for your memory vs FSB, you could put the multiplier down to 9x, then go to 400 FSB. That would give you 3.6 ghz on the CPU (which is a good number) and 1:1 for the memory (no memory OC needed) Then simply tighten the timings.
