power comsumption changes

Does anyone know, if the resolution and refresh rate have something to do with the power consumption of a crt monitor?

Not really, resolution NO! Refresh rate may increase power consumption but it is minimal. What is displayed on the screen however has a larger affect. A white screen will consume more power than a dark screen. Again the changes are minimal.
