when user1 opens an excel file makes changes on it and saves it then user2 opens the same file to add more changes in it opens as a "READ ONLY' file. WHY?

if user1 still has the file open, user2 can't make changes to it at the same time as it's already being edit'd

yep, open handles on that file cause a sharing violation
the file must be completely closed, sometimes the sharing handles also have to be released
