There are many ways that you could accomplish this. You'd want to find or create a program to display your menu, and then set it to run at system start. Failing to find the program already created from a google search... there are several ways to create your own.

1. Good ol' webpages. Create a web page (HTML document) by whatever means, and I think that you can probably set it to full screen... There are many programs that can build HTML without you needing to learn HTML scripting.

2. Visual Basic is one of the easier programming languages to learn, and it should be fairly simple to create a program to do what you're looking for.

3. About any other programming language could also do it, but I think that VB would be the easier. I would suggest using c++ if you are interested in programming and wanna do other things with it in the future.

I'm sure there are other methods as well.
