I have an older camcorder that has an S-video out connection, I would like to start videoing my two kids and then transfer the video to my PC and make DVD’s to send to my parents who live in another state. I also play a lot of games, for example the game I am playing right now is Titan Quest. I am looking for a good video card that will allow me to do both for under $130 if possible. I use a Dell Precision 360 workstation that I believe has an 8x agp slot. I tend to lean toward NVIDIA cards but that does not mean I would not buy something different. The whole hooking up my camcorder to my PC is very new to me so I’m not sure where to start at all. Thanks for the help.

Look for any ATI card with vivo and you should be fine.
If you're looking to save some money, and don't play a tremendous amount of games, or care about ultra-high specs you should be able to find an inexpensive x850 series with vivo.
The only better choice appears to be the x1950pro with vivo.
Your AGP vivo choices are pretty limited.
You might want to just consider a separate tuner card for now, they are pretty cheap.

Can you recommend a good video capture card for under 100 dollars, all I really want to do is get the video from my camcorder and make a DVD out of it, throw some pictures on there and send it to my parents so they can put it in there DVD player and watch it.

There are loads of them, usb ones too.
I could be more specific but I'd be lying to you if I "recommended" any of them. I've never used them.
