I lost my Ipaq on the train this morning, insured fortunately. I need
to replace it. Can I restore the back up to any model or does it have
to be a 5450? Assuming they are pretty hard to find now, what would
people suggest might be the closest now available? The most important
thing for me is bluetooth to connect via my mobile phone. Thanks.

Sorry for hearing that.

The backup can be restored only to a 5450 in the same ROM version that your
original device was, since you will be restoring the registry as well, and
restoring the registry over a different device or a different ROM version
can create problems.

The best bet would be to borrow a 5540 to run the restore (don't forget
to backup the other guy's device with multiple copies ;-)

Once restored, copy the files out to either a storage card and assure
that your pim data is synced.

If you have registry skills, you can export the entire registry to a
text file, then edit separate registry files containing specific chunks
that relate to program settings and parameters which can then be
imported after you reinstall the apps on your new device.

Depending on the backup utility you used, it is possible to pick and choose what you want to restore. Unfortunately, if you used Activesync backup, I don't think it gives you the option to choose what you want to restore.
