Does a Empathy/Psychic defender have a chance?

How hard would it be to level this combo of a player?

This was my main and I hate playing her. She is 41 and had no chance at
soloing before this last respec. Now she does ok on even cons, but it would
be super slow going solo. I started a ff/ill and he is 40 now so soon he'll
be my main and the world will be a happy place again.

The inverse, a Controller with Mind Control/Empathy is a powerful combo solo
and group.

I haven't played the Empathy/Psi Defender.

The reason why the controller is so good is that 3 of the first 4 powers all
have debiitating effects on an opponent. They put him to sleep, disbable
him with nightmares or turn him against his freinds.

Unlike other classes, the Controller (at least) is best bouncing from
opponent to opponent saying, "you sleep", "you get nightmares", "you turn
against your friends" and getting everybody occupied before trying to finish
off any opponents.

Dunno if the Defender's Psi pool has this advantage.
