I've got XP Pro installed with my new pc (custom built) and i had it preinstalled.

When i press cntrl-alt-del, i get task manager instaed of the dialog screen which displays shutdown, change password, tsk manager lock pc etc

how do i enable that?

try switching around between the classic logon and welcome screen logon types

Use TweakXPUI to change logon screens--Google it--free from Microsoft.
Ctrl-Alt-Del brings up Task Manager , at the top of which should show Shut Down to get the same options you miss.
You can also get Task Manager with Ctrl-Shift-Esc to access those switches you are used to seeing.
the task manager can be used to end apps. and processes following a hung program or explorer window.
