Registry Compaction in Windows XP

I have a PC that a user ran a registry compaction on. The operating system is Windows XP with Service Pack 2. Now the machine will not boot. It shows the logo with the blue bars when it tries to boot up, then goes to a black screen, and there is no information.

Is there a way to fix this without reinstalling the OS?
