Need clarification on Windows XP OEM editions

The OEM versions of Windows XP sold on Newegg or Tigerdirect.

So from what I understand, when you buy the OEM version and install it, it gets licensed to the motherboard and cannot be transferred.

Is this right? Or is there somthing I dont know?

It isn't licensed to the motherboard. I believe the OEM EULA reads that the software is supposed to be installed by the system builder and should stay with that system but in reality there's no way to enforce it. There is nothing in the EULA about upgrading the system except Windows might have to be reactivated.
