Theres this big blank space near the boardwalk and invisible workers
talking there....what the? Whats supposed to go in there?

Btw, it's not a construction site...just a big blank space where
apparently a buliding used to be.

There's a construction site on Peregrine, too, with blathering workers.

(Anyone else run into the civilian line "Uh huh... yeah... no, I don't want

The big blank spot behind the mutant store in Talos is where the Arean
will be.

If you stand on it....sometimes you can hear (see) the voices of the
workers trapped in the concrete.

The mvst not have vnionized the Svperheroes for constrvction work. A
few Earth Controllers + Gravity Controllers for rapid excavation. Get a gvy
with WHIRLWIND for mixing concrete and a Fire Tanker with BLAZING AURA +
FLIGHT to fast-set the concrete. An Electric (Defender, Controller, or
Blaster) for qvick welding while a Svper Strong person holds the girders in
place. In the end, a bvilding constrvcted in less than a week.

Personally I blame the Gravity Controllers stealing all of Paragon
City's forklifts and other items for delaying constrvction this long and
redvcing the vnpowered fellows (all male work crew) in the pit to
hand-shoveling the dirt ovt. The Mafia types in Independence Port mvst have
a brisk bvsiness JUST selling forklifts to bvsinesses screwed over by yet
another forklift vanishing into a Gravity Controller's teleportal.

The construction workers are in the basement of the Arena area, which is
still under construction.
