I am getting a bigger hd and will be putting the system on it. After reinstalling my systems and apps is there a way to make a recovery cd so I do not have to reinstall my apps if the OS crases and burns?

I think the easiest method for you is to copy your old drive to the new one using the software included with your new drive (They all come with drive copy software). Then, keep your old drive as your backup.

the old drive is on the machine that I had to ship and it now has some problems (12 in the os --bad spots on the disk) so I decided this would be the best time to upgrade.

You could use Norton Ghost or Acronis TrueImage to create recovery CDs.
