Can one recieve hd with directv in that location? Brother wants to buy one, but
I told him, the only way would be to get the hd channel, which is a premium
channel. As far as local chn's, OTA would not be of any use. Was I right?

There have been reports of good HD OTA reception in your area, especially
from Philly.
Use a large antenna on the roof, and maybe a preamp.
