Will this power a 8800gts/oc'd 6600?

Will this power a 8800 gts 640mb with a e6600 in an antec 900 case? My only concern is that it says at least 400 watt power supply with an 80% effeciency rate it comes in right at 400, when the card says at least 400 watts does it mean rated or actual? I'd ideally like something under 100, it's not in SLI.
